The International Project Management Officer (IPMO)® certification is the most important industry recognized certification series for project management officers and professionals working in or, associated with PMO activities and delivered services. There are three core certifications reflecting the level of competency: Foundation, Practitioner, and Expert, three foundational certifications and a specialist PMO certification series reflecting the unique demands on PMOs that bridge projects, programs and portfolios including the operational environment.  Certified IPMO Practitioners have demonstrated, through a combination of formal training and competency assessment, that they have an in-depth understanding of PMO principles and practices including the design, implementation, and operation of a single PMO at any level or construct within an organization. This certification builds on the IPMO-F® foundation certification.

AIPMO is the Association of International Project Management Officers, a non-for profit association representing International Project Management Officers (IPMO), including project, program, and portfolio managers involved in defining, establishing and running high performing Project Management Offices (PMOs) in and across  industry sectors.

The AIPMO association is actively involved in identifying the building blocks and constructing them with the long term aim of helping to create PMO management as a profession.  Referring to the figure below, the building blocks and relationship between them shows the progress made in this endeavor.

Since PMOs began to appear in organizations, academic researchers and project management practitioners have been asking how to best structure PMOs in terms of services, roles, governance, culture and leadership styles to provide  maximum sustainable benefit. This in turn drives the perceived value of PMOs across the organization.

The problem is that majority of recommendations to date have created confusion and resulted in  piecemeal approaches. The problem is that less than 33% of PMOs reach the full potential PMI® (2013) which indicates a limited understanding in how PMOs should be defined not only at the project, program and portfolio levels but also what they do, how they do it, and their configurations that optimally supports the organizational needs of today, and tomorrow. AIPMO and its partners’ experience* confirms that vast majority of PMOs are only offering about a third of the PMO services they should be offering. High-performing PMOs are more than three times as likely as their low-performing peers to reach their full potential in contributing business value to their organizations PMI® (2013). This course brings together the latest in academic research and expert practices from the international experts who have also contributed to international standards in the domains of PMOs, projects, programs and portfolios. The IPMO-P certification will ensure you have the competencies to bring your PMO into the high-performing PMO category.

The course covers topics of strategy formulation and execution, success factors, success criteria, PMOs and their services, assess-ment of the current PMO setups in terms of SWOT and then a roadmap to strategically design and implement a PMO using an integrated approach to ensure PMO alignment with organizational objectives. The content of AIPMO’s Body of Knowledge is covered which will comprise of a series of books covering PMO Principles, Portfolio, Program and Project Principles, PMO Techniques and Tools, PMO Services and Capabilities, plus references to other books.

The training approach includes:

  • 3 year plus experience in project and/or program management
  • 3 year plus as a PMO member or higher i.e., PMO manager
  • Ideally IPMO-F, SC-IPMO, TT-IPMO and IPMO-Sx
  • Ideally a formal PM certification such as PMP® , Prince II® or IPMA® (Levels C or higher i.e., B or A).
  • Educated at degree level or similar
  • The exam is moderated by the instructor at the end of the course
  • Open book exam 75 multiple choice questions
  • Duration 1 hour 30 minutes.

Alfonso Bucero

Alfonso Bucero, MSc, PMP, PMI-RMP, PfMP, PMI Fellow, is the founder and Managing Partner of BUCERO PM Consulting. He managed IIL Spain for almost two years, and he was a Senior Project Manager at Hewlett-Packard Spain (Madrid Office) during thirteen years. Alfonso is a PMI member, and a member of ALI (Asociación de Licenciados, Ingenieros y Doctores en Informática). Alfonso was the founder, Sponsor and President of PMI Barcelona, Spain Chapter until April 2005, and he is an IPMA Assessor. He

He was a PMI Component Mentor for Region 8 South during three years, and a PMIEF Engagement Committee Member. He received the PMI Distinguished Contribution Award on October 9th, 2010. He also received the PMI Fellow Award on October 22nd, 2011 and the PMI Eric Jenett Excellence Award on October 28th, 2017. Alfonso has a Computer Science Engineering degree by “Universidad Politécnica (Madrid)”, a Master Science in Project Management by Zaragoza University (Industrial Engineering School), and now he is working on his PhD. in “Project Management” at the ISM University in Lithuania. He has 35 years of practical experience and twenty-nine of them in project management worldwide. He has managed and consulted projects in different countries along Europe. Since 1994, he is a frequent speaker at International PM Congresses and Symposiums. Alfonso has delivered PM training and consulting services in Spain, Mexico, UK, Belgium, Germany, France, Denmark, Costa Rica, Brazil, USA, and Singapore. As Project Management believer, he defends that Passion, Persistence, and Patience are keys for project success. He authored the book “Dirección de Proyectos, una nueva vision” published by “LITO GRAPO Editors) in IIL Mexico on June 2003. And he is a contributor to Chapter 7 of the book “Creating the Project Office”. Published on February 2003 by Jossey-Bass Editors (San Francisco/California), authored by Robert J. Graham., Paul Dinsmore and Randall L. Englund. Alfonso co-authored with Randall L. Englund the book “Project Sponsorship” published by Josse- Bass Editors by May 2006. He has authored the book “Today is a Good Day” – Attitudes for achieving project success, published by Multimedia Publishing in Canada on last February 2010. He has also contributed to some professional magazines in Russia (SOVNET), India (ICFAI), Argentina and Spain. Alfonso co-authored with Randall L. Englund the book “The Complete Project Manager” and “The Complete Project Manager Toolkit” that was published by Management Concepts last March 2012. Frequently asked questions

What is the difference between Core, Foundational and Specialist certifications?

Each of certifcation categories serve a difference purpose. The first category 'PMO Core Certifications' show you have the competencies to design and build a service orientated PMO with services that are needed by your project community. At the top level (expert) certifcation you will have show you have the competencies to design and build one or more PMOs called (PMO topologies) within an integrated PMO Services topology. The second category of courses called 'Foundational certifcations' comprise of three certifications that are needed by everyone irrespective if your a PMO or project team member or a PM/O director. The foundational courses are the techniques and tools of a trade, so they are needed by everyone including project professionals. The third category of certifications is called the 'Specialist' certifications because the directly relate to the ability to offer PMO services. If a PMO service is planned then the PMO needs to have the capability to offer them. There are over 20 specialist courses at the time of writing. These courses are also needed by project team members as well.

What are contact hours and how can i reach Specialist level 1?

AIPMO uses the term 'contact hours' for its virtual courses. Contact hours include course instruction, time allocated for homework and team exercises. Every course has allotted contact hours and once you pass the course exam, they will be accredited to your account. Once you have reached the threshold you will be awarded the specialist level certification

What is the difference between IPMO-F, IPMO-P and IPMO-E

These three certifications are part of the PMO core certifications. IPMO-F (Foundation) is for the PMO and project team member and covers topics around working in a PMO, also working in a project team. It covers the lower part of the AIPMO Strategic Lifecycle framework-.

IPMO-P (Practitioner) is for the PMO manager, project manager senior PMO and project team member. Covers topics how to identify the need for a PMO, design, justify and build a PMO and its services.

IPMO-E (Expert) is not for everyone. It is the top certification for PMO directors and consultants who are managing, consulting or designing enterprise PMO topologies and PMO Service topologies.
